Theo Cramer

An experienced school leader based in Laurel, Maryland, Theo Cramer is the superintendent of schools with Smithfield, Virginia’s Isle of Wight County Schools. He has increased federal, state, and private grants for teacher recruitment and career technical education expansion by $14 million. Theo Cramer has also maintained low teacher vacancy rates, significantly decreased chronic absenteeism rates, and improved Standards of Learning scores, among other achievements.

Previously, Theo Cramer spent four years as the community superintendent of Howard County Public Schools, a district consisting of four high schools, seven middle schools, 14 elementary schools, and a special education center. These schools served the educational needs of approximately 19,000 students. His responsibilities in this position ranged from managing a $192 million budget to integrating the Ninth Grade Academy academic model, which resulted in improved student graduation rates.

Theo Cramer studied organizational and educational leadership at the University of Pennsylvania, graduating with an educational doctorate. In addition to his work at Isle of Wight County Schools, he is a member of several boards, including the Smithfield Riverside Hospital Advisory Board and the Riverside Regional Hospital Medical Center Board.
